COMMITMENT_APPROVED rows that record a vote at the meeting the materials belong to, meeting dated in the window. Lines a plan lists as commitments already made are left out, one decision read twice (a committee vote and the board's, or one packet read twice) counts once, and manager mandates are counted separately. Amounts are summed only where the materials state one.
Single approvals ranked by stated amount. Every vote tied at the smallest amount listed is listed, and a vote the plan's later documents size differently says so.
The votes with a stated amount behind the headline figure, classed by fixed rules on the fund's name (credit before infrastructure, so a real estate debt fund is credit; named managers whose funds' names do not say their strategy are listed in the rules); a name no rule reads is Unclassified. Quarters are calendar quarters of the meeting.
Manager mandates are public-markets accounts (equities, bonds, index, hedge funds): the plan's description of the line says so where DFX holds one, else its name (separate account, equity strategy, index, alpha). Earlier decisions: rows the materials report as committed. Repeats: same plan, same fund, amount within 5%. Transfers between a plan's own trust funds (VTF, CTF) are not votes and are reported with the commitments made without one. A motion on a procedure (waiving a comment period) is not a vote on the commitment.
Lines the materials report as committed, dated in the window, with no match in the plan's commitments in DFX's records over the past 12 months (same fund; amount within 5%, or at or below an earlier approval), from packets that record no board vote. DFX's commitment records begin on April 15, 2026, so a line reporting an earlier board decision that no packet in that span repeats is counted here too. Delegated authority is named only for plans whose policy or minutes confirm it. Public-markets mandates (hedge funds, equity and bond accounts) are told apart from private funds by the rule the votes use. Dates are the packet dates: DFX's records do not carry when each commitment was made, though some packets state it.
The edition of 2026-10-19 of inv-pension_commitments: df_news_story.article visual v_plans (per-plan rows of the 36 sized COMMITMENT_APPROVED votes behind claim c1, period 2026-04-22 to 2026-10-19), summing value per plan and the votes flagged ceiling (motion reads "up to"). 1,515 / 3,790 = 40.0%; 1,515 + 550 + 50 = 2,115; 2,115 / 3,790 = 55.8%.
A ceiling is a vote whose motion reads "up to" its amount. A closing is the plan's later table of commitments made, matched to the vote on fund and plan, or a packet DFX quotes where the ingestion has not read it; a roll is a vote the plan's own summary describes as moving existing exposure.
Edition 2026-10-19 of inv-pension_commitments: the votes in df_news_story.article visual v_plans matched to the infrastructure segment of v_strategy_quarters (overall infrastructure value $1,355 million); the six votes sum exactly to it. 580 / 1,355 = 42.8%; 1,130 / 1,355 = 83.4%.
Strategy values from v_strategy_quarters.overall of the 2026-10-19 edition (credit $1,325 million, infrastructure $1,355 million, total $3,790 million), adjusted by the closings and roll in claim c7 and MainePERS's October 8, 2026 packet: 3,790 - 200 - 5 = 3,585; infrastructure 1,355 - 200 = 1,155; then less 280: total 3,305, infrastructure 875. GTCR Fund XV is buyout, so credit is unchanged.
