Where it fell short
The offer promises 25 targets. The rule underneath it is that a verified short list beats a padded long one, so when the research can only stand behind fewer, it sends fewer and says so on the cover. Here is how often that happened, and what it cost.

A number in that middle column is a name that looked plausible and could not be evidenced. Sending it would have made the count look better and the list worse, and the second person to read a forwarded list has no way to tell those apart except by whether we are the kind of company that prints this panel.
