A record is a regulator's own document saying that a facility's ownership, control or operator is changing: who operates it now, who is proposed to, and, where the state publishes them, the proposed owners with their percentages and the owner of the real estate.What it is not. Not a prediction and not a probability. Where a state never publishes a decision, none is shown, and where a date comes from what DFX observed rather than from the regulator, the record says so.How much there is.
